I believe he gets that sound using a volume pedal, in the same manner as you would use a wah-wah. A wah-wah changes the tone of an instrument, while a volume pedal is self explanatory. A wah can actually be used on other instruments, not just guitar - on the Rumours DVD-A commentary, someone (Christine, I think) talks about how when they recorded the keyboard parts for "You Make Loving Fun," Mick sat under her keyboard and pushed a wah-wah pedal up and down, which is how they got that cool sound.
