I generally agree with you- stuff like Chicago's music doesn't really do much for me. However, there are some instances where horns in pop/rock music can be pulled off. There's a song called Control on Broken Bells new album
After The Disco which has a brass solo at the end, and it works. It still kind of surprises me Stevie didn't incorporate any horns into New Orleans since that city is known for Jazz, but I guess she decided not to go that literal.
