No, it's 16 years; "Sara" was performed in London in 1988 (a bootleg exists). I'm not sure if this was a one-off, or whether it continued throughout the European leg of the TITN tour.

"Sara" is honestly not my favorite song live; it's one of those two-chord songs (ala "Dreams") that really requires a specific type of production that can only be rendered in the studio. When you remove all of the "haunting" effects that make the Tusk version so memorable, the somewhat banal simplicity of the song just does not hold up under the scrutiny of a basic live arrangement, especially when it goes on for 10+ minutes.
