I just think the band in general sounded really, really good on that song and it worked very well live - but if it's going to affect Stevie's voice then maybe it's understandable that it remains dropped sadly.
Don't get me wrong, I think she could still do it justice vocally these days. The last few years have seen the best "Gold Dust Woman" performances since the Rumours tour. But during the Tango tour, Stevie was pretty out of it. She was even going through the motions with "Stand Back", and a song like "Sisters of the Moon" that would require some seriously high energy and passion just wouldn't have worked.

"The Dance" and "Unleashed" were both 'hits' tours ("The Dance" being the reunion tour and "Unleased" billed as 'The Hits' tour), so they stuck with the obvious setlist choices, give or take a few tracks (Farmers Daughter, Storms). The 03-04 tour was in support of the new album and, rightly so, had a focus on new material + the hits...at least it would have if Stevie hadn't stopped half her new material.

So really, the 2013 tour is the first opportunity they've had to do "Sisters of the Moon" since 1982. It wouldn't have worked on Tango or BTM tours due to Stevie's lack of energry and the tours since, it wouldn't have been relevant. So now is the perfect time to pick it back up again.
