He was told to stop asking. Since then, he hasn't ruled out a return. He's just stopped bugging her. He said it's got to be her decision.
But there are two different issues here. She is not going to tour. Whether he knows that or not, I think it's pretty clear. It doesn't mean she won't record and my guess is she
wants to record, actually.
