Yes that was Angel, and what he was doing there is no different from what producers and arrangers do for songwriters all the time... helping them tweak and improve their songs to make them records that will get played on the radio. In the case of Frozen Love, he wrote this entire epic guitar piece-- my suspicion it was probably a piece of music he had been working on already that might have gotten turned into its own song or whatever-- that got grafted onto the lyrics and melody (the "song" part of FL) to make it the epic that it became.
