Street Angel Sold 38,000 in it's first week, and reached #45 on the charts. 24 Karat Gold sold 33,000 in it's first week. How is this?

Because Street Angel (1994) was still in the days of CD's and cassette tapes. You had to go to the store to buy it. I went to the record store and bought Street Angel on cassette and listened to it over and over in my 1985 Pontiac Grand Am. It was on the radio and everyone knew Stevie had a new album out. Unless you are a dire hard Stevie fan, not many know or care about 24K. Its not on the radio (unlike Street Angel).
Street Angel even had a mild hit especially on adult contemporary (Maybe Love will change your mind). I would think Street Angel would have blown 24K out of the water on first week sales.

Very simple. Albums used to sell a hell of a lot more in those days than they do now. Even when The Dance came out in '97, virtually every album in the top 10 sold more than 100,000 copies. Even when Stevie's TISL came out in 2001, in its 5th week when it was at #37 it still sold more than 33,000 copies because more people bought albums then.
People just don't buy albums anymore, they download illegally or just don't bother. It's very sad.

Given the state of the record industry, I actually find it impressive that 24KG has (relatively) similar sales numbers as SA for the first week.

The timing was off for this .If she did not have the Mac commitments in the way.She would promote it right off the bat and have better sales figures.

The same core fans that ran out that first week to get Street Angel are the same core fans who ran out to get 24K in the first week (no matter the outlet). ;)
In all seriousness, I know it took approx 5 years to hit Gold (500,000 units), but what I want to see is the annual progression of sales in those 5 years. For example, did it hit 400,000 in 1994 and slowly trickled for 5 years to 500,000. The timeline would also show that The Dance may have kicked it into Gold as the Dance released August 1997 and Street Angel Gold award was in November of 1997.
Of course none of this matters as it's all nostalgia now.
