Republican Foley resigns House seat By John Whitesides, Political Correspondent
Six-term Republican Rep. Mark Foley (news, bio, voting record) of Florida resigned from the U.S. Congress on Friday following reports he sent sexually inappropriate e-mails to underage congressional interns.
Foley, chairman of the House caucus on missing and exploited children, said he would resign immediately after ABC News reported he sent messages to current and former congressional pages with repeated references to sexual organs and acts.
"Today I have delivered a letter to the Speaker of the House informing him of my decision to resign from the U.S. House of Representatives, effective today," Foley said in a statement.
"I am deeply sorry and I apologize for letting down my family and the people of Florida I have had the privilege to represent."
Foley's decision to resign just five weeks before the November 7 congressional election complicated Republican efforts to retain control of the House of Representatives. Democrats must pick up 15 seats to reclaim a House majority.
Lawyers from both parties were examining Florida election laws to see if his name can be removed from the ballot in his Republican-leaning district, party sources said, but it might be too late.
Foley won re-election in 2004 with 68 percent of the vote and was favored to win in November over Democrat Tim Mahoney, a self-funding financial officer. President George W. Bush carried the district with 54 percent of the vote.
Foley was the author of the key sexual predator provisions of the Adam Walsh Child Protection and Safety Act of 2006,  which Bush signed in July.
(I guess it takes one to know one eh?)
Foley, who represents a district in southern Florida, also was a member of the powerful House Ways and Means Committee, which oversees tax and trade policy.

This is going to get really nasty this week now that it's been revealed the Republican House leadership has known about this for nearly a year.
I saw a R strategist on TV this morning saying the public should "wait until a proper investigation is conducted" before forming an opinion. Do you think he means the investigation that should have been (and never was) started a year ago????????????????????????

I see Foley is checking himself into rehab for alcoholism. Not to downplay alcoholism, and I don't doubt he has a problem, but has anyone noticed that often when a politician gets busted for something, they say they are an alcoholic and go into rehab?
That's what one of the guys who was nailed in the Abramoff scandal did (Rep. Ney, I think).
So far, Foley has not admitted that what he did was wrong. He has tried to claim that the emails weren't that big a deal and now he's saying he's an alcoholic. But I haven't read anything that acknowledges the severity of what he did, nor has he apologized to the boy.
On another note, did he really think he'd never get caught? It amazes me that an elected representative would do something like this that has an obvious paper trail.

And - now he's claiming the liquor made him do it  Maybe he'll say "sugar tits" too
Also and for the record, a pedophile is someone who likes pre pubescent kids, not 16 year olds. In fact, in some states 16 is the age of consent. So, there is a big difference between inappropriate behaviour and illegal behaviour here and assuming it was consensual.
Also, does anyone get the feeling that the parents sold out by not pursuing this? I mean if it had been a D that did it, maybe they would have. If so, that is just sick.

I think it's pretty clear why the parents didn't pursue this. This is pretty humiliating for their son, given that he played along in the IM and we all now know his fetishes and size. Why on earth did this get printed in the media? Even if you take out the boy's IM handle, his friends are going to know it's him.
I expected something completely different, like a bunch of harassing questions from Foley and silence from the boy.

It may have been silence in the beginning - it's not clear from the emails/IMs already published when they occurred, and how long the exchange had been happening. It may very well be that the student was wary at first, and was slowly lured into giving more info, etc. - a basic pattern of predator behavior.
ABC just posted more - the page seems more wary in this set...

Also, I read elsewhere that the 2001-2002 page class was warned about Foley and his behavior.

What is intersting is the pages seem interested in him sexually. If I am not mistaken, these are almost eighteen uear old teenagers. I knew what I was doing then and everyone I knew knew as well - and I do not come from a big city. So, I guess these kids are gay or curious. I get that Foley was in a position of power, their employer, etc. - but I wonder how much of the interlude (even written) was consenual. Again, in some states (CT comes to mind) the age of consent is 16  I posit this only as a matter of curiosity and not in approval in any way of Foley.

Holy Crap!! Those transcripts are something else!! And yeah - a 16 year old kid may know what he/she is doing/saying - but this is still HIGHLY innapropriate---for a grown elected official to go along with it. It's just gross and even if 16 is still the age of consent in some states - that's still too young and for a man of Foley's age - I'm sorry but it's just sick.

I think if you were a parent you would find this particularly horrifying. I don't think that you would think your 16 year old boy was mature enough to consent to anything sexual with a middle-aged man, especially one in such a position of power who would yield great influence over your child. Boys can become very confused after a liason with an adult, just as girls can. It can make them depressed, etc. It was just wrong and Foley is 100% to blame given his age and position. Sixteen is still such a young, immature age, they're really still just boys not men.

Setting aside the fact that he's chatting with a 16-year old, the transcript she posted was really, really tame.
Half the people in my family were married by the time they were 16, so I think there might be a slight overreaction here. Still, knowing how nutty people are about anything that even looks like sexual harrassment (and saying that an adult who has a mildly erotic conversation with a 16-year old is a pedophile is really pushing it, IMO)...it was a really, really stupid thing for this guy to do.
Oh, god, and I love how ABC has this disclaimer in all caps "READER DISCRETION IS ADVISED. OMG, THEY'RE TALKING ABOUT SEX, HIDE YOUR VIRGIN EYES!"

Absolutely. And what keeps on occurring to me is that while a 16-year old may talk a good game, IMO he/she is really still too young to fully understand the repurcussions of acting on things like this. I mean, when I was 16 I remember getting into sexual conversations with people and the LAST thing I wanted to let on was that I wasn't a woman of the world. I would have never let on that anything anyone said surprised, offended, or intimidated me. I don't think this kid's...shall we say bravado...should be used against him.

I don't care how horny a 16 year-old can be or what the age of consent is in Washington. What Foley did is illegal, hypocritical, and predatory. This is karma coming back to bite the replubican party in the ass for the way they went after Clinton.
And it's shocking to listen to those conservative talkshow hosts defend the congressman and blame the teenager like so many are doing.

If the age of consent is 16 and it was consenual - there is no illegal activity unless there is some law I do not know of that makes it illegal for an employer to seduce an employee (note -- I am unsure the employer/employee relationshp would exist here as Foley did not employee these pages, etc. )
Again, I am speaking only to the illegality -- not the morality. Moreover, I think Foloey was wrong for doing this and in states where the age of consent is 18, what he did was illegal.
The far more pressing question though, is the cover up

Completely different. Of course, this is a great scandal because it involves a politician. It is taken to another level entirely by the party of the politican in question, and laced with further irony by his own particular projects (child protection issues). He's an idiot, and he acted rashly and without regard for his own reputation or the general well being of the young man or men involved.
That being said, Strand is right. Horny young men are horny young men. Are they mature enough to deal with the repercussions of their sexual behavior ? Of course not. Did most of us did it anyway ? Absolutely. Like Markolas said, lots of people were married at 16 just one or two generations ago. Hell, at the turn of the century, it was not uncommon for girls to be married and pregnant at 14. It didn't kill them. It was accepted and people dealt with it. I doubt it was ideal, but even though things have changed, it just shows how society shifts.
It has also shifted in terms of hysteria over sexuality in general. It is preposterous to call this guy a pedophile. 16 year old males are not going to be scarred for life by sexual contact. There's a strange between the lines assumption in much of the reaction to this situation that implies that the 16 year old is somehow going to be influenced by such an incident. As if his sexuality might be "changed" or somehow altered. That is disturbing. It speaks about an underlying belief that males under a certain age can have their sexuality switched over by sex with another man. That they can be recruited or something, which is patently ridiculous. But, people have grown increasingly uptight about sex these days, even as society has become immersed in it in every aspect of our media. Perhaps because of it.
The truth is we are all sexual beings. From birth. People either forget that or block it out. The resulting squeamishness about the whole thing is curious and borders on a pathology that has taken on a life completely different from the real concern about the sexual irresponsibility of politicians. It says something about our inherent paranoia and fear about sex in general. It's a puzzling development.

I think Sparky's point was that this man is not a pedophile. A pedophile is defined as someone who wants to have sex with, touch, etc., a person whose sexual organs have not yet developed. The purpose is for control and domination, not sexual pleasure per se - though that could be a side effect. Thus, pedophilia really is its own sexuality of it must be termed in that way - though I think it is not sexuality at all as it is all about the control, etc.
Folely, on the other hand, solicited apparently consenual interludes with post pubescent boys. So, this cannot be pedophilia.
Did he do it for control or for sexual pleasure despite it not being pedophilia? Who can say for sure. In the end though, it was wrong for him to seduce a person in his pseudo employ no matter how willing or what age they were. Moreover, that the R's in power knew of this and did nothing about it will ruin them in the end.
I also think that though I hate it to be this way, that he solicited tennage boys is FAR more damning to the far right wingers than if he had solicitied teenage girls. A backward salute to gay bashing if you will.

From age 11 - 17 teenagers brains are still developing in the ability to think through consequences.
http://www.pbs.org/wgbh/pages/frontline/shows/teenbrain/interviews/todd.html
I'm conservative about the age of consent and think it is 18 period. I concede it is different if two teens decide to be sexual with one another. But if an adult is involved the power is way out of balance and the adult should know better. And yes I get that men are different, oh lord do I get it. Here's an article though about how teen boys can be negatively impacted emotionally when molested.
"Gartner says victimized boys have trouble developing age-appropriate relationships. He says they are more likely as adults to suffer depression, anxiety, drug addiction and resort to pornography and one-night stands."
http://www.usatoday.com/news/nation/2005-11-29-women-sex-crimes_x.htm
I think strand and sparky, you're perhaps looking back and remembering with your more adult emotional stability and maybe not being 100% honest with yourselves about the emotional impact this could have on a boy. Sorry if I'm off base. I also suspect if you were the parent of a 16-year-old boy you'd be pretty horrified by the knowledge he was chatting this way with a 54 year old resmuglican. You might even barf!
Strand, it appears you're partly right about the definition of pedophilia, legally it is sexual activity with someone under 18 but psychologically it is with one under 13, or pre-pubescent.

I don't think it relieves him of any resposibility to talk about sexuality. That aspect is one of the only interesting parts of the entire story. Criminal politicians are not remotely rare or noteworthy. They almost all get away with it anyway. Our focus on sex as a culture is what is making this story get attention. My interest in the teenage sexuality angle is that I don't agree with the popular assertion that he is a pedophile or was molesting anyone. I think that language is being used to up the sensational aspect of the story and is a reflection of our warped view of sex. That's about the only asepct of this thing that is worth discussing. The rest is Washington business as usual.

http://www.pbs.org/wgbh/pages/frontline/shows/teenbrain/interviews/todd.html
Strand, it appears you're partly right about the definition of pedophilia, legally it is sexual activity with someone under 18 but psychologically it is with one under 13, or pre-pubescent.
http://www.healthline.com/galecontent/pedophilia?utm_term=pedophilia&utm_medium=mw&utm_campaign=article
This just in, he had online sex with one of these boys according to Ed Schultz.
I was speaking only to the medical def.
I do not think the word pedophile appears in any law? Also, different states put the age of consent at different ages. it is called statutory rape because until a minor reaches that age, they are presumed by the law to lack the capacity to give consent. I argue this is BS because if the age of consent is 18, what changes in the last day of your 17th year as opposed to the first day of your 18th year? I submit nothing.
As for the other stuff you quoted - all I can tell you is what I see and saw. Guys that age wanna fukc and that's about it. So, if its, unlike above, consenual, which appeared to be here, then there is not rape other than perhaps a statutory one.

Complete idiot. Total douchbag. And in a "treatment center". Expect a very public apology. Expect clergy to be involved.
While it may not technically be pedophilia he appears to exclusively go after teen boys. That is weird, why no relationships with men? Also, a 16 year old is very much a child. I suspect you had to be a grown up earlier than a child should have to be. That I can relate to. That said, I agree that we are very twisted about sexuality. I think every adult has looked at a teen and then been like, "oh snap, he/she is just a kid!" Woops. Like this kid at my gym, I saw the body first, then the boy's face. Their bodies do not look like those of children. But their minds are still not adult by any stretch.

Foley is not even hot! ;) I get where you're coming from. But kids wanting sex with an adult isn't relevent because they don't even have the ability yet to think through consequences! (broken marriages, ruined reputations, social issues, etc.) But you would have had to read what I posted to get that.
That hot blonde teacher argued that the kid wanted it. I'm sure his mother loved that. He's just a kid, doesn't house himself, clothe himself etc. He's still so dependent on his parents at 16. Perhaps that wasn't the case 100 years ago. We are no longer in those times. You can't just go build another house on your family's acreage at 16, at least most of us can't. How can we protect our kids if people don't even see this as a problem?

Strand, I largely agree with your arguments on this thread. There is no question that Foley has a big problem and acted in a very inappropriate and unethical manner. He is unfit to be an elected official and needs a lot of therapy.

When I was 18, I had a regular f-bud who was 35. Today 35 doesn't seem that old to me, but when I was 18, he was double my age, so he seemed much older then. Me, too, I totally would've dated someone older. Way older. Preferably one of my teachers. I would still date someone way older, if his stuff worked well.
And yes, I do believe he was molested by a clergyman - and yes, gay is different, but still if he was 16 or 17 at the time, that could easily account for his younger man preference, in addition to him being gay, of course. Most people who are molested pick the same age group to molest. Only in this case it isn't molestation b/c the guys are older and it seemed consentual. I'm just saying that could account for his preference in age.

I only read one of the transcripts. What I read was a teen going along with what Foley was saying, answering his questions. I didn't see any indication that the teen was sexually interested in the man. But the teen didn't say he was uncomfortable with the conversation or stop it. However there is the unbalance of power. I had a boss once that used to do this to girls in my department. They all went along with what he said out of fear and none of them reported him, not a single one.
I didn't say Foley molested anybody. But he says he was molested as a teen which can hault psychosexual development hance his penchant for teens.

Top GOP Staffer Forced Out for Role in Page Scandal
October 04, 2006 1:44 PM
Brian Ross and Rhonda Schwartz Report:
Jake Tapper contributed to this report.
The chief of staff for Republican Congressman Tom Reynolds, Kirk Fordham, resigned after questions were raised about his role in the handling of the congressional page scandal, according to Republican sources on Capitol Hill.
Those sources said Fordham, a former chief of staff for Congressman Mark Foley, had urged Republican leaders last spring not to raise questionable Foley e-mails with the full Congressional Page Board, made up of two Republicans and a Democrat.
"He begged them not to tell the page board," said one of the Republican sources.
They said Fordham had repeatedly warned Hastert's staff about Foley's "problem" with pages, but little was done.
The complaint about Foley was brought to the chairman of the page board, Congressman John Shimkus (R-IL), last spring, and he then consulted with the Clerk of the House of Representatives, Jeff Trandahl.
At Fordham's urging, according to the sources, the matter was not given to the full board, and instead Congressman Foley was privately approached and told to stop all contact with the page he had been e-mailing.
"This is something we should have been aware of, and we weren't, and I'm very unhappy about that," said Congresswoman Shelley Moore Capito (R-WV), who also serves on the page board.
The Democrat on the page board, Congressman Dale Kildee (D-MI), said it was "unprecedented" to have handled the matter without informing the board members.
Fordham was also instrumental in orchestrating Foley's abrupt resignation last week hours after ABC News confronted the congressman with sexually explicit instant messages allegedly sent to pages.
Fordham offered ABC News a deal if it would not publish the content of the instant messages.
"He said we could have the exclusive on the resignation if we did not run direct quotes from the instant messages," said Maddy Sauer, the ABC News producer who dealt with Fordham.
ABC News refused to make any such deal.
Capitol Hill sources say Fordham's resignation was demanded by Speaker of the House Dennis Hastert, whose job is on the line because of his handling of the page scandal.
Repeated phone calls to Fordham for comment have not been returned.
================
But now Fordham has released his own statement:

People familiar with Fordham's side of the story, however, said Fordham was being used as a scapegoat by Speaker of the House Dennis Hastert.

Clerk asked to look into report of Foley incident at page's dorm
By Larry Wheeler
Florida Today
WASHINGTON — A senior House Republican has asked the House clerk to look into allegations that then-Rep. Mark Foley was turned away from the congressional page dorm on Capitol Hill after arriving there intoxicated one night.
Lawmakers have been talking about the alleged incident since Friday, when Foley resigned amid reports he sent sexually explicit Intenet e-mails to a House page.
U.S. Rep. Deborah Pryce, R-Ohio, is calling for a further investigation of the dorm report.
“Congresswoman Pryce contacted the clerk and asked her to look into this rumor,” said Geoff Embler, a spokesman for Pryce.
Rep. Roger Wicker, a Mississippi Republican, asked Pryce and other House leaders, including House Speaker Dennis Hastert, about the alleged incident during a conference call Monday evening, Embler said.
Foley’s attorney, David Roth, could not be reached for comment.
Pryce also sent a letter to all Republican House members urging them to contact the proper authorities if they have specific information about allegedly inappropriate behavior by any House member, staffer or employee, Embler said.
A spokesman for Wicker declined to comment.
A search of official incident reports logged by the U.S. Capitol Police, who provide security at the dorm, turned up no mention of Foley, said Jeffrey Scruggs, an officer in the department’s reports processing division.
And no complaints have been filed against Foley by anyone at the page dorm, said Salley Collins, a spokeswoman for the House Administration Committee, which oversees the clerk’s office.

Ah yes - Barney FAG - eeer -- I mean Frank.
He did not solicit sex from teenage pages.
Rather, in 1989, Frank admitted he'd lived with Steve Gobie, a male prostitute who ran a gay sex-for-hire ring out of Frank's apartment. Frank, it was later discovered, used his position to fix 33 parking tickets for Gobie.
Nice!

Reall amusing commentary on the Foley/gay thing:
Commentator Marc Acito says that when Rep. Mark Foley's attorney announced that Foley is gay, it wasn't a great moment for gay people.
Like former New Jersey Gov. Jim McGreevey, Foley is trying to make the issue his sexuality. Instead, the issue should be his conduct, Acito says.
Marc Acito's column is syndicated in many newspapers; he is also the author of the novel How I Paid for College.

And a bit of an alarming story in which some dude states that Foley is homosexual therefore preoccupied with sex (as all homosexuals are)...
Anyone who knew of resigned Rep. Mark Foley's improper conduct should resign and face prosecution, a coalition of conservative groups says in a letter released Tuesday.
Paul Weyrich, an author of the letter from the Arlington Group, a coalition of 70 socially conservative organizations, called for House Speaker Dennis Hastert's resignation.
But after speaking with Hastert Wednesday, Weyrich says he changed his mind, and the speaker should not step down. Michele Norris talks with Weyrich, chairman and CEO of the Free Congress Foundation.

A former U.S. House page working on the gubernatorial campaign of Republican Rep. Ernest Istook may be a part of the scandal involving former U.S. Rep. Mark Foley, The Oklahoman has learned.
The former page, a Californian named Jordan Edmund, 21, on Wednesday hired Enid attorney Stephen Jones to represent him, the attorney confirmed.
Jones would not say exactly why he was hired, but did say, “I understand the FBI and the House Ethics committee have an interest in the matter ... the allegations concerning Congressman Foley which have surfaced.”
Foley, a Republican from Florida, resigned abruptly Friday after it was learned he exchanged sexually explicit e-mails with former pages. The FBI is investigating.
Istook has been unavailable for comment Thursday. The congressman was scheduled to be working out of his campaign office in downtown Oklahoma City today, but hasn't been there yet. Campaign officials refused to say where Istook is.
Istook’s campaign manager, Chip Englander, who also is from California, declined comment Wednesday to an Oklahoman reporter.
However, Englander gave The Oklahoman a statement that was attributed to Istook.
The statement says: “The sad and sick behavior of Mark Foley was a total surprise to me when it was revealed. Law enforcement is doing its job, and I support that effort. Now we should all support and protect the victims, and they should not be hounded by the press.
“It was a complete surprise to learn this morning that one victim may be someone I know. Each one of the victims deserves their privacy. To every reporter I request, please have the decency to avoid making things worse for the victims, and just leave them alone. This happened years ago when the victims were minors.”
Reached at his home, Istook referred to the prepared statement.
Edmund’s name surfaced on Internet blogs that linked him to the instant message address used in communications with Foley.
One blogger got the instant message address from the Web site of ABC News, which has obtained the instant messages sent between Foley and a former page.
In the sequence of messages identified by the blogger, Foley tells the person to “strip down and get relaxed.”
It is not clear whether Foley’s other instant messages, including one in which he apparently conducted “instant message” sex with a person, were all to the same person.
Asked why Edmund needed an attorney, Jones said, “You read the blogs. You know why he needs an attorney.”
Jones, who represented Oklahoma City bomber Timothy McVeigh in his murder trial in Denver, confirmed Edmund was a U.S. House page.
“I’ve been retained in the last several hours,” Jones said. “I’m still reviewing matters.”
Jones said the two met Wednesday in Oklahoma City.
Edmund had an Internet page on the popular MySpace Web site.
On that Web page, he identified himself as being 21 years old and said he had been attending college at the University of California, Berkeley. He also identified himself as a House page from September 2001 to June 2002. He would have been 16 and 17 then. He said he was going to Oklahoma to be deputy campaign manager for Istook’s gubernatorial effort, according to the Web site.
Edmund registered to vote in Oklahoma in March, records show.
The House Ethics Committee is scheduled to hold a closed-door meeting this morning about the Foley matter.
Rep. Tom Cole, R-Moore, one of the 10 members of the committee, flew back to Washington on Wednesday for what he called an “emergency meeting.” He said the committee today would not hear from witnesses but would set the parameters of the investigation.
Cole said the investigation would not focus on Foley because his resignation put him beyond the committee’s jurisdiction.
Without making specific references to any House leaders, Cole made it clear that the committee will be interested in how knowledge of Foley’s contacts with a former Louisiana page were handled in the House.
“We want to know who knew what and when, and what was done about it,” Cole said.
Conflicting stories have been told by top Republican leaders and their staff members about what kind of information they had about Foley’s contacts with former pages and how they acted on that information.
Cole said, “I would expect that anybody whose name has been mentioned (in connection with the matter) should expect the opportunity to testify before the ethics committee.
“If they refuse to accept the opportunity to testify, they should expect to receive a subpoena.”
Cole said he planned to argue for an investigation broad enough to determine whether any one else connected with the House has acted inappropriately toward pages.
Cole said he expected the ethics committee, which normally operates in complete secrecy, to “be more forthcoming and more transparent than we usually are.”
“I want to get to the bottom of this,” Cole said. “I take this deadly seriously.
“First and foremost, I’m worried about the safety of the kids and the obligation we owe them and their parents.”

Blogger credited in discovering identity
William Kerr knew he was on to the biggest story of his life. But he didn’t know it was in his own back yard.
Kerr, of Moore, is the author of the blog Passionate America, which is being credited with discovering the identity of the former House page who may have exchanged inappropriate instant messages with former Rep. Mark Foley, and that the former page now works for Oklahoma gubernatorial candidate Ernest Istook.
Kerr said he received e-mails and phone calls from national media outlets Wednesday, including the tabloid television program Inside Edition and Internet pundit Matt Drudge.
“I started thinking, ‘I’m not big enough to put this story out,’” Kerr said. “In the four days that we really worked on this, we just said to each other, ‘Do you know how big this is?’”
Kerr said he stumbled onto the former page’s AOL screen name when looking at transcripts of the instant messages on ABC’s Web site Saturday.
He said he typed a slightly-different Web address into his browser and found a version of the transcript with the screen name.
Kerr and another blogger spent several days researching on the Internet.
They had determined the page’s identity and were about to publish it when they found out he worked for Istook.
Kerr said he accidentally posted the story before he intended. Although he removed the post, the information already had spread.
He tried to verify the former page’s identity through Istook’s campaign office, but was turned away.

The Oklahoman
A former congressional page is willing to talk to the FBI and the U.S. House Ethics Committee about former Rep. Mark Foley, his attorney said Thursday.
“He will answer fully and truthfully any questions put to him,” attorney Stephen Jones said.
Jordan Edmund, 21, has been working on Republican Rep. Ernest Istook’s gubernatorial campaign. Istook, of Warr Acres, admitted Thursday at a hastily called news conference the scandal has affected his campaign.
“Things are a distraction, but it doesn’t stop the momentum that we’ve been gaining,” Istook said.
Foley, a Florida Republican, resigned from Congress last week after it was learned he had exchanged lurid messages over the Internet with former male pages. Foley later admitted through his attorney he had made the exchanges and blamed alcohol.
Foley also revealed publicly for the first time he is gay but denied being a pedophile. He specifically denied through his attorney any sexual contact with minors.
ABC News first reported the story and posted on its Web site excerpts of the Internet exchanges.
Edmund’s name became public after an Oklahoma-based blogger identified him after discovering his screen name on ABC News’ Web site. ABC News admitted Thursday it had made a mistake.
In an excerpt attributed by the blogger as sent to Edmund, Foley allegedly said “strip down and get relaxed.”
Istook criticized the media Thursday for naming the campaign aide. Istook did not directly confirm the aide “may have been a victim of the wrongful behavior” of Foley.
However, Istook said he urged the man “to cooperate fully with law enforcement and the House Ethics Committee.”
He also said, “This is a young man who is bright and hardworking. He does not deserve the public embarrassment that he now faces. ... What he needs and deserves is Christian compassion.”
Istook said the aide’s status with the campaign “will be determined as we go along.”
Jones said Edmund has done nothing wrong.
“Jordan was a minor when the alleged events described in the media occurred,” Jones said. “He retained me ... to guide and assist him through a difficult investigative and media onslaught because he thought I might be able to help him.
“Jordan has authorized me to say that if he has any relevant information on the matters involving Congressman Foley, he will voluntarily present it to any appropriate official authority.”
Jones has experience with high-profile cases. He defended Oklahoma City bomber Timothy McVeigh.
Jones confirmed he has been in contact with the FBI and that Edmund has left Oklahoma. Jones, a $5,000 contributor to Istook, said he is not being paid by the Istook campaign.
ABC News reported Foley had Internet sex with the former page before a vote. In one exchange, Foley wrote, “I miss you lots since san diego.” Edmund is from the San Diego area.
Also, ABC News reported some exchanges were in April 2003, when Edmund would have been 18.
Jones said he could not yet discuss the Internet messages. He also would not say whether Foley and Edmund ever met outside Congress.
Jones said, “He was a page in the House of Representatives his junior year in high school at the same time Mr. Foley was a member of Congress. So he met most, if not all, of the Republican members of the House. And I’m sure he met quite a few Democrats. That’s how they would know each other.”
He declined to make Edmund available for interviews. “He’s not going to appear on any television talk show, interview, radio,” Jones said.
The attorney disputed as “a piece of fiction” a report on a widely viewed Internet site, The Drudge Report, that Edmund’s exchanges with Foley were a prank by the page.
Jones said, “There is not any aspect of this matter that is a practical joke nor should anyone treat it that way.”
Edmund described himself on the popular MySpace.com Internet site as the deputy campaign manager for Istook and a political science major at the University of California at Berkeley.
“Politics is my passion. I love the game,” he wrote.
He also described himself as a U.S. House page from September 2001 to June 2002. He said he is straight.
His father is a retired doctor while his mother is a schoolteacher, a friend said.
“He’s a really neat guy,” said friend Jessee Harwell, 21, of Fullerton, Calif. “He told me that he was in Washington and that he enjoyed it a lot and that he learned a lot. ... He’s, like, diehard into politics.”
Edmund worked two summers during high school at an ice cream shop in Carlsbad, Calif., the shop’s manager said.
“He’s a good kid,” manager Ruth Hall said. “He’s quiet.”
Istook, who is leaving Congress after 14 years, repeated Thursday he was unaware of Foley’s “sad and sick behavior” until last week.
“How would I have known, how would I have intercepted somebody’s private communications?” Istook asked.
Istook said he first learned Wednesday one of Foley’s victims may be someone that he knew.
“My reaction was to try to find out what’s going on,” Istook said. “I have no personal knowledge of what the House leadership knew or didn’t know. I’m glad that we’re looking into that.
“I realize we live in an era when people want an instant answer,” he said. “They want everything to be resolved immediately. We should not have the press or anybody else trying to pressure people to jump to conclusions.”
Istook dismissed as “nonsense” a question that presidential adviser Karl Rove, who will appear Monday night in Oklahoma City to raise money for Istook’s campaign, recommended he hire Edmund.
Chris Wilson of Wilson Research Strategies said Thursday he recommended last year that Istook hire Chip Englander, a Californian, as campaign manager.
Wilson, whose company serves as consultant to Istook’s campaign, said the campaign manager usually hires his staff.
Democratic Gov. Brad Henry was campaigning Thursday afternoon in El Reno and Yukon. He declined to comment, said Paul Sund, a Henry spokesman.

Extra treatment time for Foley
By Brian Skoloff, Associated Press Writer | November 1, 2006
WEST PALM BEACH, Fla. --Former Rep. Mark Foley, who resigned over sexually explicit messages sent to male congressional pages, is remaining in treatment for alcoholism beyond his initial 30-day stay, his attorney said Wednesday.
Foley checked into a 30-day treatment program at the Sierra Tucson center in Catalina, Ariz., near Tucson, on Oct. 1. There was no immediate indication how much longer Foley would remain there.
"I can't say any information other than he's still there," attorney Gerald Richman told The Associated Press.
The Florida Republican resigned from Congress in September after he was confronted with the explicit computer messages he had sent to male teenage congressional pages.
His attorneys have since said that Foley is gay, suffers from alcohol addiction and was molested by a Catholic priest when he was a teenage altar boy.
They said Foley was seeking treatment for "alcoholism and other behavioral problems."
Authorities are investigating whether Foley broke any state or federal laws, and a House ethics committee is questioning members of Congress about what they knew regarding Foley's inappropriate contacts.
