The cosmetic surgery to which the article refers is very common throughout the country and indeed, the world. Though ear cropping I believe is illegal in the UK now. It is completely unnecessary and very cruel to dock tails and crop ears. The procedure has no practical purpose and serves only to suit what certain people's idea of beauty.
Tail docking is generally done when a puppy is 3-5 days old. It is done without anesthesia or pain killers of any kind. The tail is amputated at whatever point a particular breed standard calls for and the wound is either closed with sutures or surgical glue, again all without anesthetic or analgesia. It is extremely painful and as a former employee of two different veterinary offices I have spent many a day listening to the agonized screams of puppies as their tail and dewclaws are severed from their bodies.
Ear cropping is done under general anesthesia and the dog must wear special bandages for a certain amount of time in order that the ears stand as desired.
I have seen the results of botched procedures as well. Dogs with tail incisions that regularly reopen even as the dog reaches adulthood, as well as many a cropped ear that still flops over. Thus the dogs have suffered needlessly because their owners felt they would "look better" if they were so mutilated. It's disgusting, cruel, and completley unnecessary and the day when such brutality is completely abolished could never come too soon. I only hope that such a sentiment spreads and more people take steps to put an end to it.

I totally agree with what Vicky said, and may I add, I wish declawing would be banned too. It is also a barbaric procedure, akin to having half your fingers amputated. It's cruel and cats can have severe problems as they age. I wish people would wake up and realize dogs and cats are living beings who feel pain and stop the madness (props to Susan Powter for that line)!

I am in total agreement with you. Declawing (which is already illegal in west hollywood), ear cropping and tail docking need to be stopped. It's nothing but senseless mutilation.
I actually typed my response before loading the sound clip. I can't believe the veterinarian they spoke to compared such surgeries to spaying and neutering which he said were also unnecessary from a medical standpoint. Spaying and neutering unnecessary? Well, yes -an animal can be sexually intact and be healthy - but the procedure is not without its benefits to both pet and human. UGH. But then again, after working at two different veterinary hospitals, I don't have much respect left for the veterinarians themselves. Most of those I have met don't give a sh*t about animals. They got into veterinary medicine because they were interested in the science of medicine but don't like people.
And then that idiotic woman who said "I used to be against it, but then I moved to hollywood and thought, well if people can have cosmetic surgery, why cant their pets?" Stupid. F*cking stupid.
