Who's Driving?? 1930 Fast Motorboat with Nobody Driving Snapshot.

An intriguing snapshot- three happy women and a man face the camera from the back of the speeding motorboat, and the wheel is plainly visible with nobody sitting at it- we do see a hand on it coming in from the side- is that the photographer, who appears to be sitting on the bow to take the shot? Or is the captain leaning out over the side in order to let the photographer (still perched precariously on the bow) get a clear shot of the passengers? Either way, not something the Coast Guard would probably be very happy about-
