DM on "Get off II" album question

Many of us have heard the MF & CM anti drug public service announcement from this album:

...BUT can anyone (that has heard the Dave Mason snippet on this album) describe the DM part (as it says something about "music from original masters")?

So does he play something or is it a speech or what? Thanks in advance.
