Seriously, it is an expression to use the French "La" before a woman's last name. It is just a manner of humor, that is all. it is said with humor and without derision.

Many of the celebrated flamenco singers and dancers seem to have "La" in front of their names as well— for example, La Macarrona,
La Argentina. I think that Stevie has a lot in common with flamenco artists, espcecially in her intensity, and her exploration of dark themes, and her allure.

The skirts and shawls remind me of flamenco as well, of course.
