Yes I think they probably are.

there's a similar situation I believe in Christine's family where her half-brother Cyril is, I think, younger than her nephew Dan. So Dan's uncle is younger than him.

'Wolfgang' is a very common German (first) name.
To call your son Wolfgang in any other country than Germany, Austria, Switzerland or Argentina is a bit silly, though.
