I fear everything is contingent on touring.

Seems to me he should release Blue Light during covidpocalypse and complete what must already be a post-Mac, post-heart attack album in-the-works for when he can tour.

I have often thought about this as well. LB is a throwback when it comes to promoting new music with a tour (versus a “ lounge act” approach). It seems logical that with the time made available during the pandemic, he would be making new music. He noted during his last tour/interviews that Blue Light would be a “pop” album (which being a fan of OOTC, I was thrilled to hear). It seems that a Pop album might be easier to tour behind if you are trying to cultivate a solo fan base. Any new music he may be working on may not be Pop-oriented. Either way, I am anxiously awaiting new music from LB.
