BMI and ASCAP aren't publishers - they're just performing rights organizations which basically means they collect royalties and such for the artists. A writer can only be affiliated with one PRO at a time, so unless they started out as ASCAP and then switched at some point in their career to BMI or vice versa... All of their stuff should be under one PRO. It makes the most sense for members of the band to all be members of the same PRO because it's much easier to register songs that way if there are co-writes, etc, but they may not be. Though I know Stevie is with BMI.
