This pic is 99.9% a RAL tour era candid snapped somewhere backstage in 1986. The belt, bloat, and make-up are dead giveaway's. Skeptics just need to refer to the "Live at Red Rocks" DVD/VHS as confirmation (not the redacted and re-shot studio '87 close-up footage)

It is indeed RAL, it says in the news article where that picture is from that the shot was taken in 1986
