According to someone on facebook who got that picture as "an extra gift" after having won an Ebay auction, it was taken by Molly Meldrum, so maybe people assume it's 1986 because he interviewed her then?

Though Stevie often goes more in costume for Halloween… and no one else in the pic seems dressed for Halloween..
