My bet is that this is either the cover, or most likely the back cover - due to the dimensions.

*I hope* that the Peacekeeper advertisement with the hands reaching out, is the album cover, with this new group image being the back cover. That would be impressive. It also can't be a coincidence that both photos are in *black and white*... this could indeed be a very striking (looking) cd on the shelves....
