It's actually a fun non-word that a cartoonist named Berkely Breathed made up for his comic strip, Bloom County, which was very popular back in the 1980s.
He unfortunately retired - "took the money and ran" - so it's not as well-known as it used to be. Back in its prime, though, it was very entertaining and imaginative; and a lot of words he made up sort of "became part of the vernacular" for awhile.
Anyway it just simply meant "screwed up."

My best friend's dad was once sued because a transmission (or maybe the drive train or something) fell out of a car he had rented, damaging the blacktop in a parking lot. Not owned - rented. He also was sued during the same time frame because he drove a friend of ours to the hospital when the guy broke his elbow playing hockey. He wasn't even there when it happened. (He was formally the coach of our team, but this was just a bunch of us playing a pick-up game on a work day.) We called him up and he LEFT WORK to give him a ride to the hospital. He parents promptly sued him for hundreds of thousands of dollars. I had to sign a statement for the lawyers concerning what had happened - an "affidavit." The guy wasn't wearing elbow pads, by the way - something which we had encouraged him to do. (To wear them, I mean.)
They also sued the High School where we were playing. Yes, all three cases were laughed out of court, but it cost him thousands of dollars, and countless hours of time and untold aggravation. Believe me, there's predators out there who are just LOOKING for a chance to sue over any little opportunity that arises.
