I saw this at an antique store in Tennessee today. I've never seen it before. Is it rare?

It is a collection of BBC recordings from '68-'69 (and NOT from 23 June, 1969). This exact same collection was released in 1989 by Moby Dick Records under the name 'Blues with a Feeling' (MDCD004).

In some way you could say that this is 'rare'; it contains a version of Albatross that still hasn't been officially released yet. However, it is still a bootleg.
All other songs can (e.g.) be found op Fleetwood Mac's Spotify channel (?).
