Poncho beaded overlay thingy?

I'm not sure if anyone will be able to answer this...
I'll give it a try. I love love love Stevie's beaded sheer overlay "poncho" piece you can see her wear in 1981's WWDTour during the singing of "Sara." After much research, I am at a loss. What is this called? Where might I find something like this?
I know I can have one made, but that is my last resort.
