You were able to get him through a dangerous heart disease during his infancy, nurture him to become a strong child, and it sounds like he's thriving. This should be comparatively easier, for you. For him, I think I agree with you that it will be better for him to have this done before puberty, but then Hejira makes me think the opposite. I am sure you will look into every aspect of the surgery and possible alternative, and it sounds like you are a fantastic parent.
