The "rule" per the DNC Rules and Bylaws is that states that move up their primaries may be penalized by up to 50% of their delegation. It was the arbitrary "rule" cooked up by Donna Brazille last year that gave MI and FL 0% of their delegation. Gee, it would seem like a decidedly partisan move by this "undeclared" superdelegate. The Rules and Bylaws also indicate that the full delegation may be restored if each state repaired their violation and enter into compliance, i.e., a re-vote. MI, FL and Clinton were ready, willing and able to fund and perform a re-vote. Obama blocked this by running down the clock via legal wrangling. Yeah, that's a new kind of politician.
