They've had plenty of opportunities to collaborate (I'm thinking especially during the Behind the Mask era) but I'm assuming it's because their approach to music is so different. Stevie has a truly individual approach to music and needs someone who can help her clarify what she's looking for. As Bombay offered, Christine's musical vocabulary might be too technical. But I also get the sense that Christine in her collaborations is eager to stretch out, be sparked musically from a "build the song up" perspective, which Stevie, despite her lack of musical vocabulary, is not very interested in doing: she seems to have clear, predetermined ideas of where she wants her songs to go, even in their most rudimentary stages.
In short, Christine wants a collaborator to DISCOVER more musical opportunities; Stevie wants an interpreter to realize her vision.
