The "policy" must have been put in place after Lindsey left in '87, in order to avoid the very thing that happened - being forced to have stand-ins. I'm not saying Billy and Rick aren't talented - but it's obvious they weren't Lindsey. In that regard, and given his disdain for the lineup, Lindsey himself probably instigated 'no touring, no recording' as an apology of sorts for leaving them in such a lurch.
