Well, they could levy fines at his trial(s) (both international and perhaps by Iraqi citizens if allowed) and if they can prove the American cash (which I think it is) was ill gotten (which it most certainly was at this point), I am pretty sure they can take it and use it for Iraq. So, hopefully Iraq will get his money one way or the other and rightly so IMO. Then, they can use it to pay off the Franch and Russians, who had no hope of repayment but for the U.S.' intervention and regime change
