If it's being done by the band's own security then I think it's definitely being done by request. When you are touring with a group of people it's hard to keep a secret for very long. Also, I don't think the security guys would try to keep it a secret anyway, most likely they would tell Lindsey he could thank them for the hot girls standing in front of him the next day.
If Lindsey did not like it, he could tell them to stop and you know they would, but it seem like he likes it. Again, guys are guys and (IMO) Lindsey likes to feel young and look at young women. Nothing abnormal about it, it just sucks for some of the fans.
