Well, I do not know Iraqi law, which would appear to prevail, but if he left a will, the money would go to the heirs. If not, then it would go to whomever the state designates as his heirs. Personally, I am sure the Iraqi people will have no problem taking SH's millions if not billions, that is if the Swiss banks will turn the money over a la the Jewish money they still have after the Nazi regime in Germany.
