A little confused by what all this means.

So basically GMR/Azoff owns the rights of a lot of big-name songwriters and has decided that radio stations should have to pay a larger percentage to play this music, or risk getting sued?

How would this work, practically speaking? Does this mean that radio stations will have more incentive to broadcast lesser-known works to refrain from paying large sums of money?
