This was also put together partly by Tom's widow. I don't think she or Mike Campbell are "milking" anything. It's about releasing unreleased stuff so fans can hear them. "Milking" to me would be countless reissues (that features nothing new) and countless compilations. So releasing unreleased material is "milking" to you?
