That's my impression. There might be a few guidelines (like the 25-year guideline), but these entertainment awards are mostly emotion-driven and fraught with alliances and other political gripes. (In that sense, they can be quite interesting as models of human behavior.) There is really no other way to hand out awards in the arts, whether it's the Oscars or a Nobel for literature. There's no objective measure of merit in the arts, as everyone knows by now. Novels and plays and pop songs aren't strings of programming syntax that either render or don't, and they aren't litmus paper that either turns blue or doesn't. We're stuck with our subjective responses to art—although we can document those responses persuasively or not. It's a lot more interesting to hear why people like or dislike Stevie or Debbie Harry than to give those artists a plaque. The former is intellect at work, the latter is a sales stack.
