To the latter question, I certainly hope not! I don't know who took the original photo, to be honest. I have thousands and thousands and (thankfully) most don't have have names and watermarks scrawled across them. It's just for fun, after all.
To the former, I didn't use a website. I used a photo-editing app on my iPad called PicLab HD. I'm sure Photoshop or Gimp or something similar would work just as well if you had to use a PC or Mac. If you want to put text on a picture online, you could maybe try one of these websites. I haven't tested or used them myself but they look like they'll do the job:
